The intended workflow issues a versioned report only when the completed visit and required photos have synchronized. It records queued, accepted, delivered and failed states separately, with deliberate correction and resend.

A photo-backed estimate shows the exact scope, amount, version and expiry. The customer explicitly approves or declines; opening a link does neither. Accepted work can become a one-time appointment and an export for your existing billing.
